Yes, IGNOU degree is fully recognized even for government jobs.
As far as preference is concerned, it depends on the selection criteria set for the education or job that you wish to pursue. If you have a chance to do regular degree, do that, else IGNOU is the second best option.

IAS exam has nothing to do with your undergraduate stream. It is only the minimum qualification to appear in the examination. You may choose any optional subjects of your choice to appear in main examination while pre examination is same for all.
