Not all universities require GRE for admission. You can always check with the website, the test scores they demand, and most of the universities will demand a nice TOEFL or IELTS score. Prepare for it and get admission in your dream college.
If you aspire to be a computer teacher then join B.Ed because that is more targeted course than B.Tech in CSE.
At 34500, you cannot get the main campus. You will get Ramapuram campus or Vadapalni campus. The tuition fees will be 2.5L / annually.
You will have to go for some university that intake students on the basis of 12th percentage. There are colleges under Punjab University & Chandigarh university that takes students on this basis in North. So, you can research over this to get a college in your desired region.

So according to me IIT Ropar should be prefered.
There is no chance for you to get CSE branch in LNMIIT because the selection is on the basis of Mains number and the cut-off for CSE always remains above 135 marks. Your chances to get mechanical in LNMIIT is somewhere possible and after first semester on basis of your academics top 5 student can upgrade their branch to CSE.

You can go for BCA.
But remember you won't be eligible for MCA unless you study Maths as a compulsory subject in your BCA curriculum.
Otherwise further you can opt for MBA (Information Technology).
As a student of IIT Guwahati, I can assure a healthy nice environment at IIT Guwahati as compared to Dhanbad. Same is the case when it comes to reputation. I would suggest taking CSE only if you are extremely oriented to the branch. At IIT Guwahati, you can also try for a branch change after 1st year. All the best.

In my opinion, I would like to say that Chitkara University, Rajpura has an upper hand over Baddi campus. Though, academic and placement wise both stand equal, but more co-curricular facilities are availed in Rajpura campus. Many different courses are present in Rajpura campus, so meeting people of different streams add up to your personality. Technical labs here are pretty advance as per Baddi’s.
You will not get admission in any top 10 institute. You will easily get in between top 10 to 15.
