Honestly, no one leaves CSE branch seat. If there's any seat left, students from other branches will take it. As you haven't given JEE, there's a very little chance to get admission in a branch of your own choice.
But yes, last year, at the end, admission to Thapar was open to all. You could get a seat in the branches available at that time.
Usually, Electrical, Chemical, Mechanical, Civil have some seats left.

Yes, you can easily get an NIT. That is enough marks for you to get an admission in an NIT. You also can go further for Mains examination, if you do better there, you can get IIT too.

I think IIITs are good, but you need to do hard work.

IIT Bombay, IIIT Hyderabad, IIT Kanpur, IISc, NIT Trichy, NIT Warangal, IIT Kharagpur, BITS Pilani and DTU can be considered. These are the best colleges in India according to every perspective.
