JIIT, Noida is among top private colleges of India, It secures under 60 rank in the latest MHRD ranking. So it is definately better then lower grade private colleges under UPTU domain. However, if you are not getting your preferable branches at the lower NITs then only switch to JIIT.

DTU CSE is more better than IIT, Roorkee. CSE placement is also very good in DTU.

CSE at DTU of course. DTU has a strong establishment. These new IITs don't compare with the likes of DTU, NSIT, old NITs, BITS Pilani, IIITH, etc. If you just want to go for the IIT tag then its your choice. But wise decision will be to go for above mentioned institutions. Going for newer IITs just for the sake of brand name is like buying Iphone 4 just for the sake of apple tag when you could have bought much advanced and better phone at the same price.

The JEE Mains cutoff marks vary every year. So, you should directly contact the college administration to know better if you're eligible or not.

I will suggest you to fill the counselling form and attend the counselling as sometimes due to availability they take admissions beyond their cutoffs.
