You can study computer science even if you are a commerce group student. But you cannot study B.Tech or BE in computer science because they are engineering degrees. They will be available only in engineering colleges which consider only PCM subjects for admissions. Some better universities conduct entrance exams in which the questions will be from PCM only.
So, you can study only B.Sc computer science or BCA and MCA only but you should have computer science as one of the subjects in your group. Otherwise, you can learn computer science as a course in any coaching center.

Don't worry on your class 11th marks. If you select CS after class 12 then, you will be definitely succeed in that. But, for that you should learn more and more, and do more practice on coding skills in different computer languages. Like c, c+, Java, html etc.

NIT Raipur CSE is better as CSE has more options than ECE. There are lots of jobs available inCSEfield than ECE field. There are various government and private jobs available in CSE.

You can apply for most of the private colleges but you won't be able to apply for government colleges. The private colleges give the direct admission under management quota which usually has a higher fee than normal admission.
Some of those colleges are:

B.Tech is a more comprehensive course and includes lot of subjects + lots of practical and has a subset from the BCA course syllabus too. BCA helps to build programming skills for developing software/website/cloud/mobile applications. English and Mathematics being compulsory subjects in previous study. You should get around 85 or more marks to get CSE at VIT Vellore and 65-70 would be more than enough to get IT Branch. The VIT cutoff rank (and marks out of 120) for CSE and IT is around Rank-840 (Marks-96.6).
