As there are many institutions that provide good knowledge in finance, so it becomes difficult to answer that which institute is good or let's say the best.
As IIBF is the institution that is named after India, I would prefer you to do some research over it and then take your final decision.

There is no add on course as such for HR. I would suggest you to do an internship with any HR firm. Do multiple projects with companies.

It depends on the preparation of your exam. If you feel that you are ready to give exam then go for it. But, if you are not prepared then go for it after completing your B.com.

BBA launches you headfirst into a professional career after class 12; its much more skill specific than a B. Com. If you are very sure that your aptitude matches to the management study only, your only goal is to get into management career, then BBA would be the best choice for you.
If youre good at crunching numbers or want anything to do in the fields of formal finance like CA, then a B.Com degree should be your clear first choice. Though you can pursue an MBA after B.Com, a managerial MBA is better backed up by a BBA background, especially if further supplemented by solid post-undergraduate work experience.

Plain B.com is not a a difficult task, but if you go for B.com in finance and accountancy - that will be a perk for you as everything you study there you will come across the same in your CA course too and therefore your efforts will be lessened, Many students doing CA opt for Bachelor's in Accountancy and Finance (BAF). Also, BAF is more relevant to the field.

No, you can't change your course now. St. Xavier's neither gives the option to take up more than one course nor changing from one course to another once you are enrolled in that particular course. You can do additional courses but you can't apply for another degree course. However, if you want to change your college after 1st year you can do that but not in between the year.
