F. W. means Fee waiver. F. W. quota is applicable for those students who are economically weak (i.e. less than 100000 family income) and good in academic. If you take admission through counseling then you can avail it. Every college affiliated with state university has at least two seats. It varies on seats allotted to college.

You can get those colleges in the next round of counselling, and so don't worry about that, this is the only thing that only the authorities have control in it.

No, it doesn't matter, you have just having minimum 75% in boards and PCM percentage should be above 60%.

Yes, you can get government college, but there are only 70% chances on the basis of your GL rank.

Yes, you can get Government College. There are various phases of counseling, maybe in first counseling you may not get, but in later counseling, you can get. Keep trying with the various phases of counseling.

Admission to all courses (except Ph.D.) is done on the basis of an online entrance test -"GLAET", held at 60 centres all over India. Admission to these courses is subject to fulfilment of the eligibility criteria.
If you haven't attempted the exam, you cannot get into the college.

Yes, UPTU College are good for CSE. But, only few colleges are good and have that level of standards that a good engineer need.

Current Student- DTU, Delhi,

I am not sure for 2nd round but you may get CS in third or fourth round of UPTU counseling. At 6534 rank CS in JSS it is difficult to get in first 2 rounds.

I am persuing in B.tech.,

AMU take admission through LEET but you can get admission in 1st year. You can take admission in HBTU-Kanpur, IET-Lucknow or MMU-Gorakhpur.
