In Germany, the cost of education is quite low, and at some universities there is no fee. Most German universities are financed by the state government and just a small amount of tuition fees may be required to be paid. The tuition fee amount depends on the location of the university as every federal state can decide the amount on its own. If it has enough money to abolish tuition fees, it can choose not to charge any fee or if it needs additional fees, then it may charge a certain nominal amount.
States like Bayern, Niedersachsen, Hamburg and Nordrhein-Westfalen charge some amount of tuition fees. All other states do not charge tuition fees. The private universities in Germany are financed by the fee paid by students and the fee here is much higher. The students may have to pay up to 20,000 Euros per year.

Yes, you may prepare for IAS while pursuing Bsc.
To become an IAS officer you have to appear in Civil Service Exam.
The Civil Service Examination is organized by UPSC every year to recruit candidate for IAS, IPS etc.
Academic Qualification:
The candidate must hold a bachelor’s degree in any field from a well known college or university.
You can pursue graduation in any stream.
Candidates who have appeared at an examination the passing of which would render them educationally qualified for the Commission's examination but have not been informed of the results as also the candidates who intend to appear at such a qualifying examination will also be eligible for admission to the Preliminary Examination.
-Age Limits:
A candidate must have attained the age of 21 years and must not have attained the age of 30 years on 1st August, in the year of examination.
Number of attempts:
Every candidate appearing at the examination who is otherwise eligible, shall be permitted four attempts at the examination.
Selection Process
The Civil Services Exam is a paper based test and consists of two successive stages:
(i) CSAT (Objective type) comprising 2 exams: General Studies
(ii) Civil Services Main Examination (Written and Interview)
CSAT-Prelim:
-Paper 1 is on General Studies
This includes areas like Indian National Movement, Indian Polity, Basic Economic Understanding, and Geography.
While the dynamic part includes current affairs, GK and has no proper definition and syllabus making quite vast.
-Paper 2 includes mathematics, reasoning, analytical ability, and interpersonal skills. Unlike paper 1 which has a static part, paper 2 is dynamic in many sense.
The Main exam will consist of:

Astrophysics in any university or if you want to see yourself as a scientist/Researcher you can proceed with M.Sc. in Applied Physics, and then go for PHD.
