NIMCET syllabus focuses more on the theoretical and problem solving work of the students while BSc IT/BTech CS are more leaning into skill based and practical syllabus. Many topics which are known to be more theoretical are hence included into NIMCET syllabus while they are skipped from BSc IT/BTech understandably.

Whether or not students are required to take books from a college, including Government B.Sc. Nursing College in Bilaspur, varies by institution. It is usually determined by the college's policies and practises.
I don't believe it is necessary to borrow books from college.
