well u should take up undergraduation in India as the course level is same around the world and u would get good education at less rate here .Later then master studies u can opt from outside as the difference lies there as outside they spend huge in research and other stuff.

dear,
masters is done in a particular specialization not in a complete branch of engineering like you wrote on electrical engineering. first you have to decide a sub brach a part of branch to be studied further and yes you can go for any subject to get Masters.
