Read newspaper daily and make yourself up-to-date from current events and you should have full command on your subjects. Check the syllabus made by UPSC for IAS and start preparing according to that.

Both have equal opportunity because if you prefer Clinical Psychology then you can do job with any doctor/clinic.
If you choose counseling then you can earn from any school by counselling the students.
