I understand your concern and angst. For whatever reasons you want to shift your son from present engineering college to another. I am afraid, this move though theoretically possible is just not feasible in practice. The best option is if course to continue in same college. However, if you cannot do this, then next best option is to withdraw from the college and seek fresh admission in 2nd year after taking part in admission process of lateral admission once again.
However, nothing is lost without fighting. Hence, you can think of giving one try. For this you need to obtain certificate from intended college that they are willing to give admission to your son and then ask present college to give you TC.
