Yes, it is and best colleges in India. But, taking admission is difficult, as it takes on good JEE marks and also conduct it's own entrance exam.

As per the last year trends, it is looking little bit tough but not impossible. The last year maximum closing rank at NIT Warangal in CSE in 7th round under GNL category and HS quota was 2917. So, be positive everything will be fine.

It's the percentage that is given by your board and which basis you are declared passed in 12th standard. In almost all boards it's the marks of only 12th that are considered.
