Yes, without an honors degree in economics, you can apply for an MA in Economics at Delhi University (DU) or Jawaharlal Nehru University (JNU). Admission to both universities is via an entrance exam. Regardless of their bachelor's degree, anybody can pursue an MA in Economics at DU's Delhi School of Economics. You can apply for merit or direct admission online. 
The MA in Economics at JNU is a two-year full-time program. JNU is a research-oriented institution. Without an honors degree in economics, you can apply for an MA in Economics at DU or JNU. You must, however, fulfill the minimal percentage requirement.

Here are some fees for courses at the Delhi School of Economics (DSE): 
  • BA: INR29,895 for three years
  • PhD: INR15,984 for three years
  • MA: INR14,802 for two years
  • M.Phil: INR17,828 for two years
  • MBA: INR17,266 for the first year
  • Ph.D: INR7,092 for the first year
The first-year fees for M.Phil is INR9,954. The total fees for Ph.D/M.Phil is INR23,276, and the total fees for MBA-IB and MBA-HRD is INR30,392. 
 
The hostels at DSE are inexpensive, costing roughly INR24,000–INR42,000 per year, including food. However, most students choose to live in PGs or rooms nearby.

Delhi School of Economics houses a library with a collection of over 1 Lacs Economics books. In addition to this, the campus also has well-equipped computer labs and separate hostels for boys and girls.

Delhi School of Economics awards various scholarships to students on the basis of merit and various other criteria decided by the college. The college provides A.N. Ram scholarship worth INR 1,200 per month. Some of the scholarships include Dr. Manmohan Singh Fellowship worth INR 5000 per month and a book grant of INR 7,500 per annum.
