I would suggest that you keep your options open and not restrict yourself location wise. Thapar Institute for engineering and technology is a good college with a stable and nice placement records and well versed faculty. My brother is currently studying there and he is always excited by the opportunities the place has to offer. - A candidate must secure 60% or more marks in the aggregate of physics, chemistry and mathematics.
- The candidate must have passed English as a subject of study at the Senior School Certificate Examination Level (Core or Elective). - The candidate must have passed in each subject separately.
- For B.Tech at IIIT Delhi, you must fulfill the following condition:
- A candidate must secure 80% or more marks in the aggregate of best of five subjects including physics, chemistry and mathematics and 80% or more in mathematics.

I think you will have to clear the entrance exam for the same. It does not matter if you are from Uttarakhand or not. The university takes admission on the basis of entrance exam only. I hope it helps.
