I would suggest that you keep your options open and not restrict yourself location wise. Thapar Institute for engineering and technology is a good college with a stable and nice placement records and well versed faculty. My brother is currently studying there and he is always excited by the opportunities the place has to offer. I think you will have to clear the entrance exam for the same. It does not matter if you are from Uttarakhand or not. The university takes admission on the basis of entrance exam only. I hope it helps.
