Every college is best. in particular i think rajdhani college is better. you will get a good platform there along with many scopes to improve your knowledge.

You will have to take this information from the college itself, as the college doesn't disclose the vacant seat information.

I think you shouldn't wait for the 3rd list, because Deshbandhu is not that much bad or low standard college, Go for it, and if you want to change the college so you can do it after 1st year in Deshbandhu by migration process. To get admission in DU is reliable. The college doesn't matter that much, after all, the degree of DU is important. That is my opinion. Rest of the decision is totally up to you.

No, you don't have to apply separately as the colleges are allotted by the university (maybe on the basis of your marks).
