Yes, You can Join Dhruva College of Management through ICET Rank, however you will be advised to write or give any of the Nationalised Entrance Tests like MAT, CMAT, CAT etc. after joining the college

Honestly, even I'm hearing the name of this college for the very first time so it is not a good option to pursue PGDM. Avoid it and look for other much better colleges.

In terms of placements, SSIM is the best as the average packages are quite good. Finance placements are very difficult to get from these aspects. SSIM is the best one in getting these placements.
