You need to complete your class XII exam from a recognised board. Some of the fine art institutes in Bangalore also demand a minimum percentage to enroll for the BA Drawing and Painting.

I think you should first complete your B.Tech if you're in 3rd or in final year. With engineering you can continue with e learning of fine arts after that you should go for it. If you decided for it then you should apply for it now.
