No, you can't get direct admission to the Indian Institute of Public Health Shillong. Admission to the Indian Institute of Public Health (IIPH) Shillong is merit based and involves an entrance exam, essay writing and GDPI round.

Masters in Public Health (MPH) - It's a full time course of duration of 2 years. The total fee is approx INR 1,87,500 per year. The eligibility for this course is 50% in the graduation.
