With an All India ranking of 13,931 and an EWS category rank of 1,265 in CLAT your chances of admission to the IPU (Guru Gobind Singh Indraprastha University) for the B.Tech LLB may be challenging but not impossible Admission is primarily based on merit from the CLAT scores. The university will release a merit list for counselling based on these ranks and will accept those scores in the summer of 2021. The cutoff differs each year depending on factors such as the number of applicants and available seats.
Given your EWS rank, it may be a better chance compared with your All India rank especially as IPU considers category-specific cutoff.

No, you cannot. To be eligible for admission to a 5-year LLB course (BA LLB, BBA LLB, etc.) at any college, the candidate has to score a minimum of 45% aggregate in class 12 in a relevant stream from any recognised board. Eligible students may have to appear for the university-specific or state exam and score valid marks to be eligible for the course. You cannot start another course while you are already pursuing one.
