Yes, you can migrate after one year to another college of DU. But the migration mainly depends on the cut-off released by the particular college according to the seats remaining vacant. If there are no seats vacant in that particular college, then you will not get admission. And the cut-off is on the basis of your 1st-year marks. The cut-off is always high.

For M.Sc Forestry: Three years Bachelors degree in Science with at least one of the subjects namely Botany, Chemistry, Geology, Mathematics, Physics, Zoology or a Bachelors degree in Agriculture or Forestry.

Doing engineering from IPU is also a good step as IPU is also a government college as current scenario is that every student is behind the technical field. So, if you are interested in engineering, it's better to go for Indraprastha University.
