You should apply for this course through IGNOU, here you don't need to attend the regular classes, but you need to appear in the examination to get your degree.

I do not think that with 46% marks you will be able to get admission in Delhi University.

You can get direct admission in Chandigarh University with 50% marks in class 12th.
