According to the condition, Shahid can only vote for school bill and tax bill so option (c) is correct.

If Shahid votes for the tax bill, Dev and Sukhdev cannot vote for tax bill, which means Dev votes only for recreation bill. Adding to it, Had Shahid voted for school as well, than Sukhdev would have voted only for recreation bill. In that core option (a) is correct

If the set of members of the council who vote against the school bill are the only ones who also vote against the tax bill, then they are Dev and Sukhdev because Shahid votes against recreation bill. Hence, Sukhdev must vote against the school bill.

Hence, option (a) is ruled out. Shahid votes against and Sukhdev votes for recreation bill. Hence, option (b) is ruled out. In case (I) if P12 is sitting opposite to P8 then P6 is sitting opposite to P7. In case (II) if P12 is sitting opposite to P8 then P10 is sitting opposite to P7.

From the given information we can conclude that (P3) and (P4) are at seat numbers 7 and 6, respectively. And (P11) is the only person between (P3) and (P10) while (P1) is opposite to (P11). Hence, (P1), (P11) and (P10) must be at seat numbers 5, 8 and 9 respectively.
