For top branch, you need to solve 55 questions. It doesn't depend on how many questions you answer, it depends on the final result or percentile in JEE. I think 96-99 percentile is enough to get into NIT Patna. To achieve that percentile, go through the concepts clearly and practice more.

Yes you can apply for JOSSA counselling at this rank you will be getting a lot of NIT with a lower branch and you are also eligible to appear for JEE Advance exam to try for IIT.

The National Testing Agency (NTA) relaxed the 75 per cent marks in class 12 as an eligibility criterion for admission to NITs, IIITs and other Centrally Funded Technical Institutions (CFTIs) in which admission is done on the basis of Joint Entrance Exam (JEE) main scores. In an official notification issued late on Tuesday, the Testing Agency said that it is in receipt of numerous representations from the stakeholders regarding changing the criteria of 75 per cent marks in the Class 12 examination. General Category candidates need to score a minimum of 95 percentile score to get NITs. Rest special categories might get to nits somewhere above 75 percentile.

You can not evaluate new colleges, as it won't have placement records, no alumni network. You can go by seeing the curriculum, ask the current students doubts. It's better to choose a good college, with good network of alumni than to going for a new college.

Yes, there is a reservation for Scheduled Castes (SC) in NITs and other government colleges in India. As per the reservation policy of the Government of India, 15% of the total seats are reserved for SC candidates in central government-funded institutions like NITs. For getting CSE in good NIT ; you need to score atleast greater than 99 percentile. For which you have to score greater than 180 or 190 out of 300

First of all, for such good marks in JEE Main. You have secured a good rank. You can easily get CSE in any of the NITs. But choosing your home state NIT will give you a very big advantage rather than competing for other state NITs as you have home state quota. But with such a good marks you can compete for top NITs if your home state NIT is not so good as the others like NIT Warangal or NIT Trichy. You can even try for advance and try for some good IITs. If you think that NIT is enough you can surely end up with CSE in good NITs
I can assure you that you can get CSE in a good NIT.

On such EWS rank it is very difficult to get any of the NITs/IIITs or GFTIs with any of the branch because the closing EWS ranks of last year were like :-
