Yes, You can fill online from anytime and from anywhere or any regular day or holidays. There is no such restrictions. But you must fill application according to the procedure and time provide by the respective college.

Yes, choice filling in IPU for B.Tech is an online process.
It will start immediately after all registration will be done.
I think, choice filling will be done after 22nd June, as of new notice came on IPU's website

No, AICTE has banned any engineering program other than a full time on campus degree program and even if somebody offers such programme it is invalid and unrecognized and most probably a fake one. You may still check for BITS-Pilani work integrated learning programme which is very costly but you may face recognition issue later. If you are a Diploma engineering holder or a 10+2 with physics, chemistry or mathematics, you may still opt for AMIE but that won't be accepted everywhere and one of the toughest exam in the world.
