I think no one because most of the premier colleges accept CAT for admissions and you are not eligible for it.

I am afraid, Diploma in a technical subject will not make you eligible for admission in 2nd year. You will have to begin from first year itself.

Hello Sahil,
Once you take admission in 1st year of engineering after real lengthy process, it's next to impossible to shift college in second year. What is reasonably possible is to change branch in same college if seats are available.
