It is a good college. It is not good in terms of placement and faculties. Try to contact their current students for more details as it will give you a broader view of the college.

Yes, it is affiliated to VTU because it is a prime technical university in the state. Every college needs to be affiliated to a reputed university before getting deemed university status. Now that DSU has come up, DSCE will get affiliated, once DSU gets some recognition.
