Hi, I would like to answer your question in a different way from others. If you want to enjoy college life while studying then you must go for Techno India salt lake. It is an awesome college with some cool faculty members and placement is good too. If you want a comparatively strict life fixed with some routines then you can choose IEM. One thing about IEM is that is guarantee placement. Apart from that both the colleges are in almost same location. IEM has uniform mandatory while in Techno India it's not mandatory. Choose wisely. Ask any question, if you have.

I think WBJEE was conducted for fresh admission to the 1st year engineering in colleges across WB. But you are seeking admission via lateral means directly into the 2nd year. WBJEE score will not help you. You will have to follow the centralised system of DTE (WB) for this.

Yes you can easily get Heritage. Medium chances in IEM and in Techno India.

Yes, you can easily get but not sure that you will get CSE or not. If you belong to West Bengal, then chances are medium for CSE in that college.
