You should have cleared 10+2 or equivalent from a recognized board of education.

8 years ago I did my graduation from DDU University with 48% marks in 2011 & want to do B.Ed/BTC to get a government job. From where can I do this?

In case, you want regular B.Ed, then apply for entrance or else, you can opt for distance education.
