Shifting college after getting admission is almost next to impossible in today's world. This is so since admission is a long drawn process spread over many rounds and in each round the student is given choice to select his college. Of course it's a different matter that the student will get only that Institute which will be available for his rank in the entrance exam. As a result of this, to change Institute becomes very tough particularly so you want to shift from a private college to a government college. Because private college feels that they are losing money by allowing a student to quit and go to different Institute. Perhaps if you offer them full payment of the remaining term then they may allow you to bid for transfer but then there should be vacancy in your intended Government Polytechnic, then only you will get admission there. But, all in all I will recommend you not to go for this route and continue your Diploma in the present institution.
