To be honest, yes, it is definitely going to have an effect on your admissions. You have to score very high in CAT to get a decent college and also be prepared with a very good and genuine reason as to why you have so many backlogs.

Your chances to get admission in top business schools like IIM's wholly depend on the CAT score you get. According to my knowledge, minimum of 98 percentile will be required for getting admission in these colleges.

Yes, you are eligible to apply. The criteria is you need to have more than 50% aggregate in 10th, 12th and graduation. So if you get a call from them, you will get through if you clear their GD-PI process.
