7 years ago I wanted to take admission in IIT-Ropar but I got selected for IIT Dhanbad. Is any solution to change the college for M.Sc chemistry?

Hi Ayush,
No, the same cannot be done now. Once the allotment is done you cannot change the college or course. You can just try getting in touch with the college officials if there is any provision of the same.
