I think you will not get Heritage and IEM with this rank. Techno you will get some of the branches. Try for other colleges I am attaching the link where you can check all the details:

From the analysis of previous counselling process, if you wait till the 3rd round, you might get civil in Heritage with this rank.

IEM is anyway better than Heritage, be it in terms of placement or in terms of quality of teaching. Also, people prefer IEM as it is the best private engineering college in West Bengal.
