Fine Arts is not necessary. Since you are a student from PCM you are eligible. You must have some creative skills. Check Institute of Creative Sciences, Architecture And Design Academy etc. You can find more information on the internet.

It is all up to you how much you are dedicated towards your goals, and how much you are serious towards your preparation and if you have a clear vision and target towards UPSC exams and you are unable to give time to your studies and if your parents are financial strong, then you can quit the job and first focus for Exams to fulfill your dreams. All the best for your future.
Since you have lost one year, it would be better for you to pick up a job and after gaining 3 years of experience explore Executive MBA or Distance MBA or Part time MBA. You can also explore full time MBA after a couple of years and then take advantage of your pre MBA work experience during the campus placement process.

You can't take coaching of only 2 subjects.
This is possible for distance only.
But you will have to buy the whole package.
That would be waste without proper guidance.

I am very delighted to hear that you are in 1st year of your B.Com and you have started preparing for MBA, I mean that's to what we call a spirit to achieve highest score possible.
You can start with basic mathematics like from class 6-12th start preparing for that and once you are done then test your skills in English and most importantly, start reading newspapers as they will help you the most for gaining general knowledge.

For preparing for GATE you have to buy all subject's books which ask in GATE and then after solving all those subjects you should join test series to analyse your self. You can follow this procedure. You Have to give very much time to your study you can't even skip a day . For gate you have to prepare more .

If you remembered all the formulae of Class 11th and 12th. That would be very easy for you to clear this exam. Because as per the past trends, the more weightage is given to the conceptual question (or moderate one) rather core technical questions.
