I believe that Chandigarh University is more suited to CSE than any other field. CSE has amazing faculty who, despite their lack of experience, give you the best they can. Faculty members have extensive knowledge and are dedicated to their job. Faculty is polite, and with all of the new courses and training being added, it's been fantastic thus far. It provides you with a platform from which to express yourself in any area.

Hello Alok, you are getting production engineering in IIT Delhi. That's very good branch to get and that too in IIT Delhi, then for whom you are asking about IIT Kharagpur? Someone your friend? Okay. Yesterday only JoSAA have announced the list of vacancies in each of the IIT. There are some vacancies in Kharagpur also. If your requirement matches with the vacancies then definitely your friend can get instrumentation engineering in IIT Kharagpur. Best wishes to you.
