An airline company will never hire cabin crew with visible tattoos. Furthermore, there are companies that completely prohibit the presence of tattoos, no matter what area of the body they are located in. Generally, the policy says that no cabin crew can have visible distinctive mark (tattoos, scars, birthmarks).
If you can remove your tattoo then you will be eligible.

I would suggest you to go for Diploma to excel your resume. But, if you are quite confident about your overall personality, please go for it without and Diploma.

You will have to confirm it from the civil aviation authority of your nation, if they will accept an Indian licence to be converted to their licence. If they allow such a provision, then you can fly in India for CPL.
Indian students also go overseas to fly for CPL training. After completion of CPL outside India, the license gets converted to India CPL by DGCA India.
Similarly, you will have to confirm if they allow conversion of Indian CPL to your country's CPL.
