The Directorate General of Civil Aviation ( DGCA ) is the Indian governmental regulatory body for civil aviation under the Ministry of Civil Aviation . It doesn't offer courses but issues licences after written examinations for pilots, engineers, flight instructors etc. There are institutes who give training to students as per DGCA rules and regulations.
