Surely you can get admission into the Techno International New Town without WBJEE or JELET by going for the management or institutional quota. As long as you have completed the 12th grade with Physics, Chemistry, and Maths and meet their eligibility criteria, you can apply directly through college. You would fill out the application, provide your 12th transcript, and pay the required fees to secure a place.

To get admission in B.E. / B.Tech at Sri Venkateswara College of Engineering, Tirupati, first you need to complete your class 12 with Physics, Chemistry, and Mathematics, in which scoring at least 45% marks or above is necessary.
Then, you have to appear for the Andhra Pradesh EAMCET (now called EAPCET) entrance exam which is conducted by the Andhra Pradesh government. Here is the way to apply for B.E. / B.Tech at Janatha Education Trust'S Vivekananda Institute of Technology (VKIT):
1)You should have minimum 45% (40% marks for reserved categories) marks in 12th with physics and mathematics as compulsory subjects. You can have chemistry/CS/IT as third Subject.
2)You should have a valid score in KEA CET (State Entrance) or COMED-K UGET (all-India private engineering entrance exam).
3)Participate in Counselling process to get into this college.
4)After documents verification, you will get into the college.
