Yes, you are eligible for the ICAR AIEEA PG exam even if you're pursuing B.Sc. Agriculture from a private college, as long as:
Your college is recognised by a UGC-approved university or state agricultural university.
You meet the minimum eligibility marks: usually 60% for General/OBC and 50% for SC/ST/PwD.
You will complete your 4-year degree before the admission year.
ICAR allows both government and private college students, but the degree must be valid and recognized. So if your private college is affiliated to a recognised university, you're definitely eligible to apply.

There is no official semester wise fee list for B.Sc. Agriculture at Sri Kinjarapu Yerran Naidu College (SKYNCAS), Etcherla. However:
ANGRAU affiliated colleges typically charge around 57,600 total academic fee (7,200 per semester), excluding extras like exams, hostels & labs .
Another private college (Abhilashi) charges around 51,750 per semester for B.Sc. Agriculture.

To determine if any course is right for the candidate, they should do some level of introspection and should go through the syllabus of the concerned course.
