Which BS degree is best will depend on your profile and career plans. What seems best for me may not be best for you hence always follow your interest. Science, Arts , Commerce, Medicine etc all have scopes and demands in their respective areas so you need to be more clear as to what you are looking for. You may share your education background or future plans to guide you better.

Yes this duel process you can do it and this is allowed too.But If you were planning to start B.tech than why you want to start Bsc level. You have to invest more time in B.tech study rather than Bsc. So think wisely before taking any step.
