Yes, you can study. You should apply for IELTS/GRE. You should score 6.5 or above score. You can take admission in university of oxford, university of Cambridge, university of St Andrews, university of Leeds etc.

Yes, you can easily get great universities in Canada, like University of Toronto, McGill University, University of Calgary, University of Ottawa and many more with IELTS requirement of 7 or less (6.5 in each section) and 6.5 (6 in each section). I am assuming that your academics side is not very strong, hence I want to give you advice that work on your extra- curricular, like work for some NGOs, volunteer activities, participation in various activities, sports certificate etc. And, try to get good colleges IVYs are not the only good colleges.
