Hi Divya!
You can pursue graduation in any discipline in order to appear for an IAS exam. There is no specification or restriction on the stream opted in your under graduation. The eligibility criteria only requires you to be a graduate from a recognised University.

Yes a post graduate Diploma will always add weight to your resume and will give you an edge to be hired swiftly. A PGD will also make you a competent employee and will equip you with better knowledge about the specific industry you haven chosen for your post graduation studies.

No, an undergraduate candidate is not eligible for UGC NET. A final year student of Master's Degree or passed out student whose result is still awaited is also eligible for UGC NET Exam.
