You can, but your IELTS/PTE score is a matter of worry. It's too low and won't be accepted. Either you must retake or complete an English pathway program.

You should leave B.Tech if you are finding it difficult. You can not shift from one course to another if both the courses are different.

B.E. is more recommended as it provides more in-depth knowledge of computer networking and the way a computer and the networking system work. This serves as the foundation for CISCO certification courses. Comparatively, BCA doesn't provide the details to such an extent. That's one of the reasons why MCA is considered equivalent to BE and not BCA.

There is certified cisco, Microsoft, networking, Sap/Hana modules available. Today, the market is all about if you are prepared for the organization. Degree won't help you land a good career or placement, according to my experience.
