77 to 79% is required or 3.3 out of 4. You have to check this on their website, also write to them for acceptance of three years Bachelor's degree.

That is a very ambiguous query. It is your personal decision, if you want to study go ahead, decide what to study and where and check the requirements, take the entrance tests and proceed. If you want to work then look for a job. There are many things you can do like run restaurant or even do a movie, a cook or be a scuba-diving instructor, etc. if you wish. If there is anything specific regarding studies you want to know please share the query properly in details and I will guide you accordingly.

Of course, you are eligible. Do not worry. BCA from IGNOU is a recognized degree.

No. JEE is the exam that is used for admission into undergraduate engineering programs only and the score is used for admission into the colleges that come under JEE and the institutes that accept JEE scores.

It's good that you have specified your interest however, I am adding IT infrastructure as another choice which doesn't require programming knowledge very much. Cloud Computing, Security, Storage, Networking, Server-Client architecture all fall under IT infrastructure course.
However, in MCA, animation and graphics you don't need to deal with programming but in MCA you have to play with this.

Govt. organizations/institutions prefer full time recognized university certificates in general but you may check criteria for different positions and vacancies.

Rather than BCA DU provides B.Sc in computer science and MCA.
Don't worry, BCA and B.Sc (CS) have equal weightage in the market.
