Hello Thamim, Very few PG/Graduate certificate courses in Canada require Work experience. For eg Financial planning requires 2 years of work experience in same field, but not all colleges. Please check following link where you can get more idea about it:

Admission to IIMs is via a common entrance examination called CAT. After clearing the entrance examination, based on your score, past academics and relevant work experience IIMs shortlist students for written ability test & PI where they will gauge your interest for pursuing MBA. After clearing the same, one gets admission to any of the IIMs.

Anshita it's really difficult that you will get b school as your graduation marks are much lower and it's requirement for eligibility is that you must have to 50% in graduation I will suggest you to try your best and prepare well for XAT and MAT hope this will help you to get admission in good college. Yes it's good you can pursue MBA after B.A. You can do MBA in human resource management. This combination would fetch you amazing jobs. You should enroll for B.A. In UPES as it is the only university providing IAS coaching along with this course. For MBA, you can apply to:
1. IIM - all states: These colleges without a doubt are the best for MBA.
2. Andhra Pradesh Aviation academy
3. UPES, Dehradun
4. Narsi Munji, Mumbai

It is good but can't say it is best. For placements information, visit the campus and meet the students and faculty. You should go for MBA from an institution that is reputed, old and have required accreditation. There are many other good private universities having good placements, required accreditation, and some also offer scholarships. Check the websites for more details. Good luck.
