It is mandatory, and if you miss it, your counselling will be postponed for a considerable while. Since your counselling dates will be posted to you rank wise for a day, do not miss that date of counselling, since there a lot of students waiting for counselling so they will be able to get counselled while you may have to wait.

To seek admission into IIM-B you need to score at least 50% marks at graduation exam and must get 98+ percentile score at CAT. You also need to perform well at the personal Interview (PI). However, the percentile required will depend a lot on the score of other students as well.

Go to counselling website and put in your rank to see which college accepts your rank and get counselled accordingly, so you will 100% sure about which college you will get with the rank you've got. Moreover all MBA colleges except B-schools in Telangana will accept TSICET ranking but only after you get counselling done. So it's up to your rank and caste reservations quota that you can get good colleges. Mostly you'll get seat in colleges like
Bhavan's Vivekananda College
SVU
Loyola etc.
