Both fields being totally different, one can't have comparison. MPPSC is for those who want to appear and have civil service jobs whereas MBA is for management, finance oriented jobs or for those who want to be entrepreneur.

Hello! It is impossible to get even a decent college anywhere in India at that low MAT score. I suggest you reappear for the various MBA entrance exams with much better preparation.
