Ethical hacking requires an extensive knowledge of the working of Internet, networking protocols, programming and scripting languages and knowledge of networking devices. The syllabus for 10th standard will not have in-depth details required to understand ethical hacking. All those details will be covered up by the final year of any computer related graduation course.

If you have interest in electric works, then go for Science and then pursue B.Tech in Electrical Engineering. If your aptitude is good, it doesn't mean you should commerce. In Science, also good aptitude is required.

Your chances are good. There can be a question about your degree percentage otherwise you are fine.
