Hi Gajanan,
NIOS won't be a problem for you to pursue higher studies abroad. But there are certain requirements like taking a certain number of subjects for the 11th and 12th. Also you may inquire @ the university regarding the course structure of your preference, fees, etc.

It's actually not possible to specify names of colleges who will accept you. You may take help of a professional counselor who can suggest you universities where admission chances could be maximum based on your entire profile including your extra-curriculars, essays, lors, etc.

You must be reading Newspaper for SSC. Don't do it please leave everything. Now, only focus on class 12th marks. They will give you admission to the college in a good course otherwise you have to regret. You can do SCC or other entrance after it. But, boards are one-time effort and can affect your career. It is difficult to pursue 10+2 now, after such a huge gap. You may contact some open school like NIOS which may agree to give you admission and get your intermediate cleared.
