Yes,  

Candidates can get admission for B.A. with 60% in class 12th as the eligibility criteria states. Candidates who have finished their 10+2 (or 10+3 Diploma) in any discipline from any recognised Board, Council, or University and who have at least 50% (45% for SC/ST) of their aggregate marks or comparable grades are eligible to apply for admission. Applicants waiting on their 12th grade results can also apply . They have to show proof that they obtained at least 50% of the total (45% for SC/ST) or more. SCMC admits 120 students per year.

Yes, you can get into JVWU B.Tech with 70% in 12th. The eligibilty for entering JVWU simply just you have passed 12th PCM/PCMB but if you have some good percent in 12th exam, you can get some fee waiver as show for the btech courses below. here are some Btech course details of JVWU.  JVWU offers two B.Tech programs i.e. B.Tech in food and biotech and B.Tech in computer science.

Aspirants must have passed their 10+2 in any stream with a minimum aggregate of 60% marks from a recognised Board. Complete graduation with at least 50% score from a recognised University. There will be a 5% relaxation on the minimum score for the candidates belonging to ST/ SC categories.

Yes, you can get into Mangalore University B.Tech with 70% in class 12th. However, the eligibility criteria for B.Tech programs at Mangalore University are as follows:
Candidates must have passed their higher secondary examination from a recognized board with at least 45% marks in Chemistry, Mathematics, and Physics (for BTech programs).

In general, NIELIT Shimla considers a minimum percentile of 50% for general category students and 45% for SC/ST students for UG Diploma admissions. However, these are just guidelines, and the actual cutoff for a particular programme may vary.
